As the months went by to establish what happened to the first scout ship, the Federation was working on establishing an outpost in the Gamma quadrant. Which they had to get permission from the changelings who occupies the Gamma quadrant.

To allow them to have an outpost in their sector, the Federation assured them that they would keep them informed of everything that was going on there. The changelings were suspicious and cautious of everything that was going on. Having an outpost that was armed for battle concerned them.

To alleviate their fears. The Federation put four top ranking changelings with them to participate in the development of the outpost. Fearing another war against them would be detrimental to the Federation.

The Federation embarks on trade with the local distributors in the Gamma quadrant for the material to construct an outpost there. Also trying to pick up information on the far reaches of the Gamma quadrant.
*** To speed up building the outpost in the Gamma quadrant, the USS Federation of planets deploys two massive starships with far ranging force field capabilities. Enclosing the area where the space station was being constructed so that their man can work freely as if they were working on a planet with gravity. The starships are also equipped with high precision tractor beams and anti-gravitational cranes.

With all this heightened activity in the Gamma quadrant the men and women working on this project start to form personal and intimate relationships. The anxieties and excitement for this project bonds the workers as never before. It becomes a close knit family within the outpost itself.

Admiral Louis Parker, orders four galaxy class starship's to the new outpost in the Gamma quadrant to protect it. Christened,  Callinon Starbase. Although not fully completed for at least another three years, when it is up and running, it can accommodate up to 15 galaxy class starship's, and 30 other smaller vessels and freight ships.

Also soon to arrive,  is the USS enterprise G. with full complementary crew:
